“Equipping the Saints to Retake America”
Virginia Battle Plan 2025
Executive Summary
This strategic initiative is aimed at training, leading, and mobilizing conservative voters to increase awareness and turnout in key districts across the Commonwealth of Virginia. The plan leverages local churches and conservative organizations in a coalition approach to build a long-term political infrastructure that ensures conservative representation in the Virginia House of Delegates and statewide offices in 2025.
Mission & Objectives
-
- Mission: Establish and implement a statewide community outreach and training seminars, rallies, and conferences to engage voters and conservative activism.
-
- Purpose: Shift the House of Delegates to a Republican majority and support the election of conservative candidates for statewide offices.
-
- Goal: Develop sustainable community-based political engagement groups that can be equipped and mobilized every election cycle.
Strategic Approach
The Battle Plan is centered on grassroots mobilization, political training, faith-based outreach, and targeted voter engagement. Key elements include:
Prayer & Evangelism – Activating prayer networks and spreading the mission through churches and faith-based communities.
Training & Organizing – Equipping 1,200 volunteers through education and resource allocation on precinct leadership (PC Committeeman), voter outreach (GOTV), ballot gathering, and election integrity.
Building Local Coalitions – Establishing precinct-level teams, Conservative Breakfast Clubs, Heritage Clubs in targeted districts.
Republican Unit Activation – Encouraging local political committees to adopt a precinct-based, action-driven approach.
Targeted Voter Outreach – Conducting door-knocking (50,000 visits), literature distribution, digital media campaigns, and rally events to amplify key conservative messages.
Election Operations – Training poll watchers and election officials while executing comprehensive Get-Out-The-Vote (GOTV) efforts during early voting and election day.
Fundraising & Media Strategy – Raising $800,000 through direct contributions and allied conservative organizations while implementing strategic advertising and digital outreach.
Targeted Districts & I-81
The plan focuses on holding seven Republican-held seats and flipping seven Democrat-held districts to secure a conservative majority in the House of Delegates. Each district is targeted with tailored messaging that resonates with local concerns, including economic development, education reform, public safety, and energy independence. The second prong of the plan is to aggressively make voter contacts along the I-81 corridor with a special emphasis on low propensity Trump voters and the faith community to swell the statewide voting numbers to overcome the NoVa blue vote.
Messaging & Core Issues
Key campaign messages emphasize:
-
- Stop the Democrat Plans for a Constitutional Amendment for Abortion on demand.
-
- Reversing Democrat policies from 2020 that weakened parental rights, public safety, and economic growth.
-
- Strengthening education by promoting school choice and eliminating bureaucratic overreach.
-
- Rolling back Virginia’s “Green New Deal” and restoring energy independence.
-
- Working with conservative leadership at the federal level to enforce immigration laws and reduce crime.
Execution Timeline
-
- Spring (March-May) – Establish prayer teams, build coalitions, process voter data, and begin fundraising efforts.
-
- Summer (June-August) – Hire additional staff, train precinct captains, and conduct targeted voter engagement.
-
- Fall (September-November) – Execute full-scale election operations, including ballot gathering, voter ID efforts, ballot chase and poll monitoring.
Budget & Resource Allocation
The plan operates on an $800,000 budget, with funding allocated for staffing ($280,000), digital/data operations ($30,000), training materials & rentals ($60,000), door knocking ops ($150,000), printed literature and mail ($100,000), ad buys ($100,000), and volunteer support ($80,000). The complete budget if fully funded will be $4.9 million.
